IS the Control Bar releasing all the way? Look down by the engine and you will notice a small plastic tab with a wire inserted. When released the lower end of the control bar must touch or move linkage to touch this tab (which is connected to the Magneto Wire) to stop the Mower. I think you are just a little out of adjustment.

I have 2 possibilities.
The easy fix...it is possible that your fuel tank is forming a vacuum and causing the engine to run out of gas. this is usually caused by a fuel cap that has lost its "insides" which allows the cap to seal against the tank, instead of venting.
The harder fix...if it is taking 20+ minutes before it will restart, it is probably overheating the ignition module. Make sure that the oil level and quality are good. Low oil, or old, thin oil doesn't cool as well and will allow the engine to overheat. An overheated ignition module will most likely need to be replaced.

The carburetor would be located BEHIND the air filter housing and air inlet tube. The air filter housing should have a removable (by screw or clip) cover.

If your carburetor has sat for a few months with fuel in it, the fuel may have gone bad. Fuel turns to turpentine after a while and leaves light yellow deposits behind. These deposits will keep your carb. from working properly.You need to dip the carb. in carburetor dip for a few hours to get rid of the deposits. You can also take the carb. to your local parts store where they may do it for free.
You may also have to replace the gasket and needle valve too if it has been sitting. So basically, you need to do a carburetor rebuild. If the float sounds like it has liquid in it, you will need to replace it too.
