Question about Dell Inspiron 1501 Notebook
Try pressing F8 while you boot it up, then choose Last known good configuration to start windows. Take a look at the event viewer (see here) and see if there are error messages reported there that indicate a problem, and possibly work through the solutions offered by MS for IE8 installation issues here.
But I'm guessing you have experienced a malware issue with your system, and will need to scan for and remove that before you can carry on. I recommend following these protocols.
If that comes up clean, then try running chkdsk to scan your hard drive for file corruption, according to the instructions here and here. (This can be done from the recovery cds (see here) or recovery console, if you don't get windows to reboot from the hard drive.)
Just in case, here's a general startup troubleshooter and here's an xp startup troubleshooter that may help you get it up and running again...This site also has many useful resources for sorting out this sort of problem, like this page.

Start your PC in safe mode and us Restore to go to previous setting. (firstname.lastname@example.org)

You should have a windows recovery cd/dvd for your system. insert it and look what your laptop does. somewhere in the process you should get the option to repair your system. this should help. as this is a bit more trickier i can't explain every step here. but i'm sure you find good workthroughs via websearch. hope that helps you.

The following instructions apply to both Windows 7 and Windows Vista.
Click the Start button , type Programs and Features in the search box, and then click View installed updates in the left pane.
Under Uninstall an update, scroll down to the Microsoft Windows section.
Right-click Windows Internet Explorer 9, click Uninstall, and then, when prompted, click Yes.
Click one of the following:
Restart now (to finish the process of uninstalling Internet Explorer 9, and restore the previous version of Internet Explorer).
Restart later (to wait until you shut down or restart your computer).
After you uninstall Internet Explorer 9 RC, the previously installed version of Internet Explorer will be available on your computer. It is not necessary to reinstall.

Open Programs and Features by clicking the Start button , clicking Control Panel, clicking Programs, and then clicking Programs and Features.
In the left pane, click View installed updates.
Select Internet Explorer 8, and then click Uninstall. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Follow the instructions on the screen to uninstall Internet Explorer 8.
When you're done, restart Windows.
