Your pressure relief valve is open either due to an increase of pressure (that is what it is designed to do) or more likely .the spring in the device is weak and requires replacement . pick one up at Lowes and reinstall the same as removal .You will need a pipe wrench or equivelent and some pipe sealing compound.Hope this helps.

Releive all pressure before you loosen the pressure relief valve as direct above. The valve vents excess pressue above a specific point. There is or may be pressure under that point so be careful, the water will be hot. Be safe and good luck

How do I fix this problem? Tank is continually filling with water, therefore comes straight out of the overflow pipe - so we get cold water.

most certainly is
if the overflow is connected to a valve externally where there is a small lever that you can over ride the valve and let air/ water out replace that
they are non repairable as they are a safety valve and preset and will be in the vicinity or $90.00 aud to replace
if it is different call a plumber

You should be able to control hot water temperature by adjusting the thermostats. Either or both may have failed, causing heating to increase to the maximum. The "spitting" is caused by boiling water. Likewise, the pressure relief valve is operating as it should resulting in the overflow you observe. You need to get your heater serviced immediately!!

If water is pouring out of the tank of a water heater, the tank is ruptured and you need to shut the input valve off so that when the tank is dry it will stop.

About every two months the the hot water gets a sour smell. To get the smell out I turn both elements all the way up for 3 hours then drain the water heater, its good for about two months. The water heater...

The smell is from bacteria. The high temperature kills the bacteria. Some regions require water heater temp to be set at 135 because of bacteria.

A test to determine if only the water heater is causing problem: Turn off water to water heater. Smell water coming out of cold tap. Turn on water to heater, smell water from hot tap. If only hot tap smells, then water heater is suspect.

Another way to handle the problem long-term, is to reconfigure cold water pipes so you can regularly pour in 2 bottles of hydrogen peroxide during your flushing procedure. Pour in the hydrogen peroxide and let it work for a while. And then flush tank as you have been doing.

You should read up on anode rods also. Many people replace anode rods when tank begins to get odor.

Hot Water Overflow

Do you have an expansion tank tank  in the line leading into water heater? If not what is happening is that the water is no longer allowed to go back into the city supply.  You said that you had turned it off while you left so the water heats up and has no place to go so the preasure/ temperature P/T valve  opens and lets out the excess water from the expanded supply (heater water) that has no where else to go. It used to be that the extra expanded water just backed up into the supply pipe and back into the main. That is no longer possible in most places by the  National Plumbing code.    The answer may be to install the expansion tank into the incoming line. You can see then now at  all hardware stores where water heaters are sold.
