First off be aware using all caps is viewed as yelling and being rude. Also, be observant we do not see all caps used in newspapers, magazines, or the like, thus we do not need them on the web.

To answer your question: You can use almost any flash on your D60. While some will work with all the features of your camera some will work with some your camera will fire the flash. Some flash will only work in manual mode. Manual mode is the mode I use 99% of the time. For me TTL is to inconsistent.

How do i change from remote ttl on my nikon sb800.

Press the Menu button. Scroll to the Custom Setting Menu. Scroll to "e Bracketing/flash". Right arrow and scroll down to "e3 Flash cntrl for built-in flash" and push the center button. You now have access to the TTL, Manual, Repeating flash and Commander modes. Right arrow on CMD and a menu will appear that allows you to set up the built in flash and the external flash groups.

I have a Nikon D40x with a Nikon Speedlight SB-800. The speedlight is not working. I have the camera on, new batteries in the speedlight and speedlight on. Not powering up. Is there some secret battery...

With new batteries in the flash, and it being off camera what happens when you press the test button. If still it does not flash call Nikon 1-800-645-6689

This flash was made in the 1990's for use on nikon film cameras. It wont work in TTL mode on current nikon models, and it has no infrared remote capability like the sb600/800 speedlights, but it can still be fired in manual mode by even the newest nikon cameras. I wouldnt throw it away, but I probably wouldnt use it that much either.

Nikon SB600 flash menu locked.

Nikon hot shoe is rated up to 250V (canon's is rated up to 6V) so you can use almost any tipe of flash, except maybe for old studio flashes.
Vivitar 283 (older versions) is ~200V rated, and much lower on newer versions. It should work.
