If your machine is under warranty, Singer will have to send you the cord. If it is not, you can purchase it from an eBay seller; use "Singer 4423 Power" as a search term. Here's a link to one for $17.99 including shipping. http://www.ebay.com/itm/CORD-Lead-Power-Singer-14U554-14U555-14U557-2623-30215-30218-30518-30920-4423-/281238319280?pt=LH_DefaultDomain_0&hash=item417b1c30b0
The Spartan is a beautiful sewing machine. It is likely that rust has caused some of the problem. When you look at the foot there is an area that is like a hinge. Put a little wd 40 on each side and let it set for a while. If this doesn't work you may need a repairman to take over.
Use only sewing machine oil. Get an oiler with a long spout so you can reach far places, put a single drop of oil on every place that has metal moving on metal.
