standby voltages? what do you get?
try checking B+, can you get the voltage reading at the positive side of the diode at the secondary side of the chopper?
indicate all DC voltages you can measure on it.
if voltage is low,
you might have a partially shorted flyback
if voltage zero,
might have shorted diode
might have shorted horizontal output
if voltage is OK say 110V, there is no drive in horizontal output transistor, might be blocked, will not oscillate, will not turn on
