Please contact your cell phones service provider, some charge some don't to provide the info to make the phone carrier free.

The only thing that I could suggest is a hard reset. I don't have an Alcatel One, but it must be the same steps, pressing the volume up and power button until the Alcatel logo pops up. This will take you to the recovery mode in which you will scroll down with the volume down rocker to Wipe data.

Replace the Battery, if that does not work try a different charger. Normally it is the battery that fails.

Have you tried using another charging cord? There could be a fault there. If the cord is the only one you have, see if you can find a friend with the same phone to test whether theirs works for you, then buy a new cord if that's the problem.
