I have a 2006 Buick Lacrosse which has never left NY. The catalytic converter flange rotted out causing me to have to replace the catalytic converter. I installed a Fed emission converter just to have the check engine light come on 3 days later P0420 stating bad converter. Bought another converter and the same thing happened. Come to find out, the emission label under the hood states California Compliant OBDII Certified. My question is, Why does my NY car that has never been registered or licensed in California have a California Emissions system installed in it? Is there any way to convert it over to Fed Emissions?
Because the states have the same laws regarding emission certification. So New York just uses the Calif. certification for New York vehicles. How do I know this?? I was a the holder of an unlimited Calif. Smog inspection license.

No not really, you would violate Federal emission laws and if you need a smog could get a fail. We all need clean air so don't screw that up for us other folks.
I dont live in California so I will never need a smog check.
