There are two tubes in gas tank, can't figure out where second one goes. Won't run well, it has to have choke off, and then it doesn't have enough power to cut anything.
On a two-stroke engine, the second line is a pressure line.. it is actually running back to the tank and helps pressurize the tank to feed on the other line...there should be a second hole in the tank .
Try removing the air filter and squirting some carb cleaner in the carb( you'll know where it is by turning the choke on and off, you'll see the butterfly valve move) Also try cleaning the air filter, sounds like it's being starved for air.
Have you tried the carb cleaner, because if the choke has to fully closed (on) then it's starved for fuel. You have something plugged or gummed up. Or possibly a fuel line with a leak and not getting enough fuel to the engine. I don't know how handy you are but this could be quite complicated to fix. If you feel comfortable with taking a carb apart that has a zillion tiny parts and springs that can go flying to neverland when you open it up, then I could assist you further. If not then I would probably take it to the shop. ( I will also need to know more about the make and model and size of the motor.

It only runs when choke is fully closed.
