it has to be the temperature control itself...thats the only other component, aside from the high-heat cut out switch which rarely goes bad.

You to check the element with a meter to ensure if you are getting a sapply to it, if you are, then the new element is faulty, if no supply, then probably ythe thermostat is faulty, also check for broken or bad conn ections.

Sounds to me like it is wired incorrectly, the fan should continue to run even thnough the element turns off at the correct temperature setting.
You could try reversing the connections to fan and element, this in theory should solve the problem.

Predicated you checked your circuit breaker or fuse at the electrical service panel and you checked for voltage at the wall socket, both legs, and you checked the plug wire...and it is not damaged;
1) check the wire connection which the oven element is connected to; make sure it is not burned or loose
2) check for a blown thermal fuse by isolating it from the oven wirind and using a continuity tester, check for continuity. If there is no continuity, replace the thermal fuse.
Incidentally, you should have checked the heating element for continuity before replacing it to see if in fact it was defective in the first place...by trial and error of randomly changing perts without testing them is not a good way to troubleshoot a problem; it will become too costly.
3) Likewise with the thermostat control sensor, you should have checked its resistance; a good thermostat would have a reading of 1100 Ohms of resistance. Anything other than that, it is defective.
4) Another problem could lie in the electronic oven control board; there is no specific test procedure that can be done other than removing it and visually inspecting it for obvious signs of burned out components or the smell of burnt out components
