Question about Washing Machines
This is the link to the part and diagram.
1- You have to take out screws as # 2 in diagram so you can take of the brake inside the housing #16.
2-Your problem is not the brake, but the Pulley didn't engage with the shaft because tyour belt turn the pulley, but not enable the mechanism #24. Inspect carefully the #3 in the #24 as you turn the pulley, you will see how it work. The whole assembly not engaged with the shaft for turning is the culprit.
Congratulation that you are going this far. I can imagine how do you feel at this stage, since I had this experience before. Good luck.

Provided you have already checked the belt and it is intact and you are sure it is not slipping there are three possible causes for this problem.
1) If your machine is a GM machine these use a clutch in the motor that wears out through general use. When this happens it will not allow the drum to get up to speed in the spin cycle or it will not turn at all. The solution here is to replace the clutch in the motor.
2) Other machines use a motor which is two stage or bi-directional. One stage applies to wash - the other to spin. The motor can burn out in one direction and be perfectly functional in the other. In other words it can work perfectly in the wash cycle but not work the spin cycle at all or visa versa. The solution here is to replace the motor as the motor unit itself is not servicable in an economical sense. It is better to replace the motor.
3) In exceptional circumstances the transmission itself can fail - this may be an uneconomical repair to undertake as the part is likely to be expensive. However most likely causes are as listed at 1. and 2.
Hope this helps. Please remember to rate my answer. Many Thanks.
