The word "agenda" has a negative connotation. This use may have come from the longer expression "hidden agenda" (which effectively means "hidden purpose", "hidden thought behind doing something").
If you want a more positive connotation, then you could simply say: "He has a plan", "He has a proposal.

What is the denotation and connotation of the word agenda

The denotation, or the official definition of agenda is "a list or outline of things to be considered or done" according to Merriam-Webster's Dictionary at Definition of AGENDA , but the connotation of the word, or the suggested meaning, is that someone has an underlying motivation for doing something. For instance, I might be extra nice to all of my friends for a whole week, and people might think that I have suddenly decided to be nice, but my hidden agenda is that I want them to come to my house and help me do my yard work. The denotation of my agenda is that I am nice to my friends for a week. That is the thing that is on my list. The connotation of having this agenda is that I am trying to get free work out of them. "Having an agenda" is often thought of in a negative way; that is, people are suspicious of other people who have an agenda. On the other hand, having an agenda or a list of things to be done at a meeting can make the meeting go quickly and efficiently, As long as there were no hidden meaning behind the agenda, this word can be considered to be neutral in its connotation.
