Reinstalling Windows is a bit extreme...
However you could try to access the BIOS and look around to see wether the drive is detected or not. If that's too complicated, you could try to boot from a bootable CD. If it boots, it's a Windows error and you should see if there are any error messages when a CD is inserted and post them here.
If it doesn't boot, you could try to open the case and check wether power cables are connected properly to the drive, and wether the drive<-->moterboard connection is attached properly.
