Hi, you can try a hard reset, simply try to take out the battery for ~30mins and then try again. If you are still having problems then you may need to upgrade the firmware / software of the phone, for this simply visit the Samsung website, finally if none of the above works then you have a hardware issue in most cases you will have to get the touch screen panel replaced you will have to go to your local phone shop for this.

Take your fingernail and run it along the screen and the plastic housing. Push hard as you do it, and it will free up the screen. This has happened to me as well. and my phone's working now. this was a solution given by mephisto250 on youtube. :)
