In addition to Cindy's comments, Sling TV is only available for the U.S. so don't bother trying all sorts of things if you don't live there.
The current Sling TV app requires Android 4.4 or higher. This is given in the requirements on the Google Play Store page for the app: https://play.google.com/store/apps/details?id=com.sling&hl=en . Scroll down to the Additional Information section.
I know that the Sling site claims that the app works with Android 4.0.3 on the Devices page. However, they haven't updated the site properly. On their help site, they call for KitKat 4.4. If you are prepared to tinker with your device (rooting the device or similar activities) so that you can side-load the app, one older version of the Sling app can be found here: http://www.apkmirror.com/apk/sling-tv-l-l-c/sling/sling-4-0-5-154-3-release/sling-television-4-0-5-154-android-apk-download/ . Other versions of the Sling app are also available; check the Min system requirements below the size of the download package. However, these versions may not communicate properly to the Sling server any more.
I wish that I had better news for you. (Note: I have never tried to install an older app on my Android device.)
