Question about Toshiba Televison & Video
A blinking power lamp usually indicates a power fault within the unit. It could be due to a blown fuse but I am unable to locate specifics on the POWER code 024.
1. Try resetting the TV by disconnecting the power for 30 seconds and then plugging it back in. If this has no effect, try moving the TV to a different power outlet that has been tested and is known to be good.
2. If your unit continues to fail, please contact the Toshiba Customer Solutions Department at 1-800-631-3811 Monday through Friday, from 8 a.m. until 7 pm CST for a local Toshiba Authorize Service Station.

Definitely sounds like one of three things, all of which are pretty expensive. The least expensive is that it could be a failing power supply, this will definitely blink the lights like you have described.
It could be also a failing lamp, after a while this will just happen, and it's pretty expensive.
The third is the logic board of the TV is failing, which can cause all kinds of problems and is very expensive.
Most likely you will want to replace the unit unless you think it may still be under warranty.
