I want to know does the builder have to give the owner once the house has been bu8ilt the Electrical Certificate or does the City Council receive it.

if you want to plant trees or have gardens on the footpath you have to get permission from the council

I suggest you contact your local Council directly by making a telephone call.

sewer main to premises means from the main to your boundary as is the case in all councils
the service line is from your house to the connection at the boundary

Don't know whereyou are, but with a 1 year old appliance, you should have the manual.
Your local authorithy (Building Official at City Hall) should be able to access your property file and give you the info you need to be able to contact the appliance supplier (or builder) so that you can get the proper manual.
Seriously, the Builder has a safety obligation to provide that information.

And, you as the purchaser, have a right to expect it.

Please contact your local authority.

I have a decree from a scottish court and want to enforse it in england how do i do that

First you need to obtain a Certificate of Money Provisions from a Master or district judge, then you register the certificate in the Register of Judgments of the Books of Council.
When you have received the extract and warrant, you can instruct a Sheriff Officer, or a Bayliff to attempt to enforce the decree.

Hi schmidt_rich,

I'm Harvey the Master Plumber.

Your question is: You took over as owner builder when your builder "took the $ and ran". You are installing kitchen cabs now and discovered the PVC vent pipe (which goes into the foundation and out the side of the house) is in the wrong place for the location of the downdraft unit and integral blower. The vent is actually under the electrical connection panel. You were told initially( 2 yrs ago when you bought the downdraft cook'n'vent) there could be no bends in the exhaust fan route or it would change the effectiveness. Does anyone know if it is ok to put a bend in the connection to the vent? Or do you need to redo your kitchen cabinets?

I can syphathise. I have had to deal with this same problem. I have found that one ell will not degrade the effectiveness enough to notice. If you need more then you may need to adjust cabinets.
