This problem that you have with your PC is a NO BOOT issue. After getting the startup Toshiba logo it's not booting up to your Windows. This could be a hardware or software problem depending on the result of the diagnostics that I'll be walking you through below, but definitely this issue can still be fixed.
Here's how:1. If this is a software issue you can determine it by booting up on safe mode. To go to safe mode:
- Shutdown the computer then turn it back on
- The moment you turn on you PC keep on tapping F8 button until Safe Mode menu shows.
- Then select Safe Mode, press enter.
If you'll be able to boot up on Windows using Safe Mode then you just have to reload your operating system. You will use the recovery disc that goes with your machine when you purchase it.
2. If it's a hardware issue you will not be able to boot up even on Safe Mode or even go to BIOS when you keep on tapping F2 during startup. This means your harddrive is corrupted or defetive. It needs to be reimaged or replaced.

I took the battery out yesterday and it started fine with out it. The system says that is it charging just that the battery is not holding the charge. The Toshiba website notes that this problem occurs in other models and suggest they update their BIOS driver. I have no idea what this is or how to update mine. The battery was never an issue until monday when I let it die completely.
sounds like you either have a bad battery or the charger/ac adapter isin't working. first try removing the battery and see if it starts on the ac adapter alone. if it does the adapter is working,if not it may be bad. if it runs on ac alone the charger is doing its job and you have a bad battery.
