Question about Dell Inspiron 8000 Notebook
Are u operating the Notebook using only the Battery? If yes, there is no enough power in the Battery. Try to plug in the Adapter.
If the problem still persist by using adapter, then it might be that the Mainboard is defect, or one or more of its components are defect. Possiblly, CPU, RAM etc...

When the system turns on,do the num lock,caps lock and scroll lock lights blink at all? if they do,it means your ram is loose,open the door on the bottom labled k/m and remove both sticks of ram (if you have 2) then push them all the way back in and replace the cover,it should work. My i8100 did the exact same thing when I bought it on ebay. it got bumped enough that the ram stick was still in the slot but one clip released.
