Most common problem is broken input connector or the soldering to the circuit board. I have replaced a bunch of these.

The sound on my TV keeps cutting out. It cuts out for 1-2 seconds. It does this approx. every 30 seconds. I have changed cables and cable box....no change. Any suggestions?

Sounds like the final audio amp MOSFETs are overheating.
After set has been off and unplugged check for dirt and dust clogging cooling fins and parts. Air must circulate for cooling. Remove dust with a gentle blast of air or an upholstery brush attachment on your vacuum cleaner.
If this doesn't work the parts usually cost more than a modern set is worth and I suggest purchase a new set.

The sound cuts out all the time for a second

you might have a short in your wiring somewhere. If your power wire touches any kind of metal it will ground it out causing it to cut off.

5.1 Surround Sound Cutting Out

HI,
Yes you are right man, this problem occurs only with the cable problem, i can explain you, if there is a receiver problem means you won't get the sound its dam sure,
only if there is a cable problem you will get some noise or sound cut off with the speakers, so you please check the cables properly it will be alright.
