The TCON board or the LCD panel is faulty, Can confirm by replacing the TCON board.

I'm assuming here that your TV is Hitachi 55HDS69.
Yes, the digital main board has 5 LED called "knight rider". After "power on" these LED will be turned on in sequence, it may take a few seconds then after the program is loaded without error, all LED will be turned off. All LED should not lit. If some errors occur, it will give an error code through the LED(s).
My first advice is, to unplug the unit from the outlet for at least 1 hour and then check if the symptoms remain the same. If yes, please let me know which LED( D201, D202, D203, D204, D205 ) lit solid/flashing to pinpoint where the fault came from and provide you resolution to fix the problem. Your blue picture tube is brighter than the other tubes. Try to do a convergence on it. If that doesn't do it, it sounds like you blue picutre tube is getting ready to blow. It is the same principle like a light bulbs. You know how they get bright and in a next few days they blow. That stands true to a picture set.
It could possibly be the power supply unit or the lamp.The power unit is HA01331. cost is about $120.The lamp is UX21514 cost about the same. Hope this is helpful.
TV shows large red spot in middle of tv when dark show are on, you can see it more. Now blue spots on upper right side too. Spend way to much on this tv to have these kinds of problems only after 3 yrs.
