Disc must be the right type (+R) . Not faulty, and have nothing on it if it is a use once disc . If it does not work then after a reboot , the drive may be faulty .
this depends on what make of disc mostly the philips machines only work with their own brand of disc try placing an original disc if thats ok then its the blank cd that you are useing got to be philips brand
Try getting the lens cleaned with a Cd cleaner and see if that works. If that doesnt even spin then the Spindle Motor that spins the disk has become faulty and needs changing.
Clean the lens with a soft cotton cloth but be careful not to touch it
with bare hands. Make sure the lens is not soiled with dust. Note:
if it says 'NO DISC" immediately after closing the tray, check capstan
motor if spins smoothly. It is the one spinning the disc. Open the
unit's casing to have a view of the disc when playing. If it doesn't
spin, replace capstan motor. Check also for abnormal heating of any IC on the module. Replace if there's any.

i used to repair dvd and cd players, the motor wont spin until the laser focuses on the disc, so you could have a faulty laser.
also the mechanism sometimes comes as a complete assembly.
