The power board or control board may not be functioning properly based on the information you provided. In order to best assist you I would recommend you contacting your HVAC installer or contact Aprilaire directly for further insight on this particular issue.
Once you have installed the jumper, you will need to kill power to the furnace for about a minute to reset the board. Make sure the the jumper is making good contact. Sometimes they appear to be plugged in but still are not making contact.
You have two wires going outside they should be hooked to Y and C on the control board. If you have a meter check betweenY and C. If you have 24 volts your problem is outside. If your unit has a low pressure control it may be low on gas meaning a leak. Rusty
