DC24 is equipped with a safety device which shuts off the brush bar if something jams it - for example, a shoelace or a rug fringe. From what you've described, it sounds like your machine may just need resetting. This is simple to do if you follow the steps shown in our online Support guide:
You may also find the video below useful. Make sure that before you test the machine, you've reclined it into the vacuuming position, because the brush bar will never rotate when the machine is standing upright.

Your Dyson does have a belt but its one that cant be replaced it is called a clutch assy. if your roller brush isnt spinning then it could be that you dont have the purple knob on the left hand side if your facing the vacuum to the carpet setting. if you do have it on the carpet setting and its still not spinning then your clutch need to be replaced.
dyson roller brushes donot rotate as fast as Oreck roller brushes. in fact they are rotate at about half the speed. so keep that in mind.
Something could be jammed, or not rotating freely, maybe an improper alignment with the brushes, or a blocakage within them. Try to re adjust the brushes :)
