Not sure what you mean by owed caption titles. If you mean the language subtitles then you should be able to access these from your remote.

Contact your states Dept Of Motor Vehicles. Usually each county has an office. In Florida, if they cant produce a title in 30 days they must refund your money. Car lots usually buy from an auction and the auction house has 30 days to get them a title. They may not have received one yet, but they really should not have sold you the car without the title being there on premises.

Call your state Dept of Motor Vehicles. By law he has to furnish the title or give you your money back. So this guy has a car lot? office? Never pay for a car without the title in your hand.
