Speed problems (cycle times) are due to lack of oil flow from the pump. If it will lift a capacity load but very slowly, you have a restriction blocking flow to the loader cylinders. If it stalls (cylinders will not lift) at capacity load, your pump is not providing the flow it needs AND you have an internal leak (generally the cylinder packing(s)) allowing pressurized oil to escape to the reservoir.
Do the capacity test first, then cycle times. If you're leaning toward the pump do a flow test at the pump and compare it to the specs. Generally manufacturers will say to rebuild or replace a pump that has lost 20-25% of its flow capacity.

How's the pump working? Maybe an internal leak and getting blow by. Or the metering valve/check valve not not working 100%. Is there any way to switch lines with the bucket lines to see if you 're getting full pressure from them? Maybe that will narrow the problem down.
