Hello there, You have a bad motor control circuit board. This will be the board that the motor connects directly to on the other side of the belly pan. Be sure to check the pictures in your manual to verify you get the correct part due to the cost variance.

I would check the ignition switch. You can unplug the small wire at the starter, with a test light check and see if power is at the plug when you turn the key to the start postion. If there is power there, you may have a bad starter solenoid. I've had to replace a few on my VW, (86 Scirocco, 91 Jetta GLI)

never leave charging all the time you want to charge it every 6 hrs of running time to let your batterys cycle down. it would be the same if you charge your cell phone everytime you make a call if you cant keep track of it get a state of charge its a volt metter like a gas gauge for the batterys if you do it my way you will get more run time and your batterys will last around 10 yrs if keep doing it your way them about a couple yrs on them
This is not a car question, but generally speaking a fuse blows when the current in the circuit exceeds the limit of the fuse.
I would look at the amp draw of the motor if that is what runs on that circuit and also the connections. It could be that the motor brushes are wearing out and the motor is pulling too much current.
I'm somewhat lost on your description - - you say it is a 60amp fuseable link but you bought 20 amp fuses. Are you dealing with two different circuits ?
