First, a dropped bullet would not have the energy to penetrate a helmet. second, even if it did theres no way to aim it. a shot bullet is traveling at high speed and is stabilized in flight by spiraling like an american football. a dropped one would tumble and be subject to wind. i do not think the tech is available to make a bullet steerable. the guided projectiles available are all much larger caliber, usually fired from Howitzer cannon.
