The 6 month rule only applies if you are a foreign national visiting the US...
1. If you are a US citizen visiting another country but returning to the US prior to the expiration date, then no need to worry about this rule.
2. If you are a visitor to the US, then this link should help clear up your concern. There are a list of countries that are not required to have a passport with 6 months of validity to it...others are.
