Just look this youtube video, and it can't be more clear.

Please see my answer at http://www.fixya.com/support/t9977585-sv168n_36_spagna. I suspect your problem is with a failed transformer, rather than the actual halogen fixtures.

bad timer, or the elements are bad. or the breakers are all kicked. check the breakers and the gfci plugs for the kitchen, just as is below.

for the apartment problem, check the breakers in the breaker box, and turn off then back on. if still not working, check the kitchen plugs for a gfci plug (has a tiny push button in the middle, push to reset) being kicked.

Problem solved, took the back off the inside of oven and the element had a huge burn hole in it. Brought a new element from the local spares shop £17+vat. Easy to fit and it works better than ever.
