I'm trying to connect a DVR to my Yamaha HTR-4066 receiver, but it appears there's no signal coming from the AV-OUT ports.

You need to connect cables from your TV to the AV input ports on the receiver to get a signal out.

My tv is stuck on av and I am not receiving a signal from the receiver.

Unplug the television and the Receiver from the wall, and wait 10 minutes. This will reset both internally. Plug the television back in and switch it on. Plug the receiver in and wait for it to initialise. A good television will find the receiver signal and change the AV Input to take that feed. If not, run through the inputs on the remote control.

How to connect to tv to tv with component cables

In order to connect an AV receiver to a TV using component cables (Red & White) you will need to connect the component cables to an available AUDIO "OUTPUT" on the TV (red to red and white to white). Then the other end of this same cable will be connected to an available AUDIO "INPUT" on the AV receiver. The TV (via the menu or setup button) may have to be set to where the audio signal is output to a home theater and not to the TV speakers. Once connected, the AV receiver should then be set to the Audio input used in order to listen to what the TV is showing on screen.

No TV signal

If it's hooked to Dish network, you have a receiver to connect to the TV. If you're using the receiver's RF output on channel 3 or 4 to the TV's antenna jack, you need to have the receiver on while the TV is scanning or it won't add the receiver's output channel. You can rescan channels after you turn the receiver on. If the TV has AV input jacks and you're connecting the receiver that way, you need to switch the TV to the AV input. That may be difficult or even impossible without the TV remote.

Component Video losing sync with too much White signal

I had this exact same issue. I tried two different component AV switches, and shorter cables to prevent signal loss, but any time there was too much white on the screen, the video still lost sync. Plugging the sources directly into the TV solves this problem, but since I have a DVD player, a game console, etc, this was not acceptable. The way I resolved it was to (sadly?) buy an expensive component AV switch that can support the bandwidth without losing the signal.
I wound up spending the extra money on a Key Digital 4x1 component switch. It is much more expensive, but it works.
