The blinking blue indicator may be reassuring you that charging is in progress when, in fact, the battery may be dead or the charger is defective.

if your battery is dead and your not able to use the adapter to keep it going, its probably a dead ac adapter. is the light where its connected ? light on the box (if it has one), the outlet you are plugged into have power to it ? try another plug

You have had a flat battery for a long time hence the cells tend to be dead. Make sure the power adapting is remitting the right voltage with the use of a multimeter set to dc voltage at 20V. Most power adapters are within the range of 13 and 19.5V, so 20V dc should be selected for a correct reading ok. Having comfirmed that to be ok, you should just power off your pc and have it connected to a power outlet for a least 2hours. If there is still no sign of battery life, then it should be changed as it might have exceeded its life span. Most of such batteries have an average life span of 5 years depending on use though. Good luck

With battery in, boot to the BIOS, check indications under battery health. I'm pretty sure it will indicate battery decline/failure which will mean, replace the battery.

First, some background information, when a Dell laptop does not
recognize the dell inspiron e1505 ac adapter, then it will not allow the adapter to charge
the inspiron e1505 battery, thus forming the issue you have right now. So do not buy a
universal charger as Dell will not recognize that either.
Now, to "try" to fix the issue, follow the steps posted by Dell,
If that works, great, if it doesn't then most likely you will have to buy another charger.
I would recommend buying laptop charger from www.diggingshop.com because they offer lifetime warranty at a good price. I think that it is worth it to invest in such extended warranty.

It is a sign that your battery is failing. Try to remove the battery then put it back. After that, try to check if you still experience the same thing. If so, then you need a new battery replacement.
Batteries usually start to degrade after a year or after 500 charges, whichever comes first.
