SMART measures physical attributes of the hard drive. Reformatting won't help that. A bad SMART status alone doesn't mean your drive is failing, but combined with the delayed writing failures and the slow speed, I'd replace it ASAP.

it should have a seperate partition to startup revovery i think its either FN and f10 or fn and f11 they vary from one to another.
check the manual for system recovery
otherwise use an external CD drive.
