Ms. Mary,
First of all, Happy New Year -- hope it will bring you great things.
As to your question: it's a bit on the vague side. What make and model is the radio? Instructions pertaining to your answer will depend pretty heavily on the fundamental information.
Looking forward to being able to help you out. I've been a ham over 55 years, and a commercial two-way tech over 40.

Can't find the clear tuner fm frequency

I have a JVC deck myself and had the same problem but if you read the manual it recommends that owner should use mono mode when using FM. Since changing to mono I am able to locate radio stations (frequencies).

Here is the link to the manual

The rds on my cmt ws2d shows the radio statio name

Radio Data System does need a good signal. You may need a better antenna. You don't actual say what you have for an antenna! So I can't say it's that. However not all Radio Stations broadcast the track name. And some don't broadcast any names of tracks. Some just tell you the name of the station and something like "all the best music on FM 105".

Old motorala sp50 frequency

All radio frequencies in the US are subject to FCC regulations. There are 5 MURS frequencies which are license-free in the VHF band. To check your radio's frequency you would need to have it read out by an authorized Motorola dealer. The SP50 radio is a programmable model and it could be programmed to any frequency within its range.

Best regards.

It transmits off frequency is there a adjustment and also the frequency counter goes crazy at times

To add 10Khz to your transmit frequency:

FIXED/OFF/+10KHz SWITCH:
The left position puts the radio on
one of the three fixed channels that is selected by the channel switch
(6,19, or 21). This over-rides the channel selected by the 40 channel
knob. The right position adds 10KHz to whatever frequency you are ON.
In the middle, both features are OFF.

Otherwise, a radio tech would be able to retune the frequency inside the radio.

After adding 10KHz to your frequency, use the SWR control to check the SWR of your antenna.
Here's how:
SWR CAL CONTROL: Normally this switch is set to “PO”. Then,
during transmission, the meter indicates output power. To read SWR,
rotate this knob during transmission until the needle moves to the “SET”
point on the SWR scale. Then, while still transmitting, set the R.B./SWR
switch to SWR.

Ideal SWR is 1 but you'll want to be as near one as possible. An SWR of 1.6 or greater will make ineffective use of your antenna.
If in doubt, a radio tech has the required meters and tools to adjust the SWR/Tuning of your antenna.

Radio set up on samsung j700

FM radio works the same way that AM radio works. The difference is in how the carrier wave is modulated, or altered. With AM radio, the amplitude, or overall strength, of the signal is varied to incorporate the sound information. With FM, the frequency (the number of times each second that the current changes direction) of the carrier signal is varied. FM signals have a great advantage over AM signals. Both signals are susceptible to slight changes in amplitude. With an AM broadcast, these changes result in static. With an FM broadcast, slight changes in amplitude don't matter -- since the audio signal is conveyed through changes in frequency, the FM receiver can just ignore changes in amplitude. The result: no static at all.
For sellecting frenquencies, go to radio, options, set frequency and search...
Good luck!
