The line indicates the screen is defective. It will have to be replaced. If it is under warranty the manufacturer will replace it. They may replace it even if out of warranty. You might find a new screen on ebay and replace it yourself. Good luck.

I would recommend calling RCA support at (800) 252- 6123 so they can suggest some troubleshooting steps you can take. If it is still under warranty and you're unable to get it working then you can send it back and get a replacement

My first thought is the usual colour of 'fully charged' is green not orange. Red or orange are often 'charging' colours, and if flashing it usually means 'battery / charging error' but suppose it could be different on this model.
Since this tablet is new, you ought to take it back to the retailer and ask them. More than likely they will know if it is broken or defective and replace it for free. My only other thought is let it charge overnight and see if that changes anything. Also make sure you're pressing the correct button, as I don't know the model I don't know if the power button is clearly marked as 'power' or with the 'power' symbol clearly.
Last possibility is if it seems to come on, but only the screen doesn't come on (you weren't clear if that was the case) then that could either be Windows 8 and a software issue or still a hardware issue. The plug to the screen inside the device for instance may have come loose. Alternately it could be just windows. I haven't heard much good about the latest release of their operating system. First thing I'd do though is take it back to the retailer if charging longer doesn't work. It might be a common defect of these tablets, and they should replace it for free with a good one.

SOURCE: My nextbook 8D12F will not open apps. Notifications are Unfortunately, Messenger has stopped. Unfortunately Google Play Services has stopped and so on and so on. All I can see is the home screen.
try to hold the home button down and hit clear all then task manager and hit stop all and reboot
