I have a new Samsung refrigerator and don't know if the icemaker is turned on or off. It shows a blue icon when I push it but don't know if that means it is on or off.

Yes, this is a "known" issue with the Samsung's refrigerators. You need to order a new icemaker. The icemaker will come with a brand new control board with new firmware. Replace both of them and this will fix problem. The control board should be located at the back of refrigerator under back panel
The control is not seeing a feedback signal from the ice room fan. (the fan inside the freezer which pushes cold air up to the in door icemaker) It is probably blocked with a build up of ice or frost, preventing the fan blade from turning.
Try turning off the unit. Then leave both doors open for 48hrs to defrost it 100%. Now try moving the icemaker bar as there may be ice in side freezing it solid. If not I'd say it's time for a new ice maker Cheers
DID YOU ALIGNE THE INDICATOR MARK (UNLOCK POSITION) AND PUSH IT UP WHILE TURNING 1/2 TURN UNTIL THE LOCK POSITION IS ALIGNED. REMEMBER TO NOT TO OVER TIGHTEN THE FILTER.
Check this link.(LINK) press the blue word (control or icemaker ) in location part and it should show you the picture of what you need. It looks like a fitting assy. This means the end of the fitting connected to the hose has a outer/inner ring. This means the ring ocer the hose shuffs into the assy to close. Take a screwdriver and pull the ring outward, (wont come off) just far enough out. Push the hose a little deeper now while holding the outer ring you should now be able to pull the hose out.
