It is a Digital Multimeter for testing voltage, continuity, ohms and milliamps. The engineer will be very upset to lose it, so give them a ring.

How do I use a micronta 22-212 ?

Unless you have a clamp-on ammeter, you can't use a multi-meter to test AC current. You can test volts or ohms, however. If you want to see if your heating element is still good, turn off the power, disconnect the wires going to the heating element then measure the internal resistance of the element. If it's "infinity" then it's open and burned out. For a 10kW heating element at 240V it should be about 6ohms.

One leg of the power is "dead shorted" to ground. Use a Multimeter and start looking/testing to determine which component is bad.
