push the home button and power button at the same time for 15-30 seconds, release the home button, and keep pressing the power button until you'll see the apple logo on the screen. make sure that the itunes on the computer is the latest one, if problem still occur and your device is still under warranty apple will replace it, if not they'll replace it for $199.00 at any apple store.

It's nearly impossible to downgrade.
1) Move the phone to a better reception area
2) if that doesnt work, try opening the sim tray(with paperclip end) and making sure the sim card is in place and re-close
3) If nether of those work, connect to iTunes and wait up to 30 min and see if it re-activates.
4) If none of the above work, connect to itunes and restore from backup.
*** if NONE of this works, take it to apple store, it must have a serious problem.
