Question about Dell Computers & Internet
My Dell laptop does not start up, the lights light up and the PC makes a certain sound.
I suspect overheat issues with the GPU. Take it in for service is my advice.

Sounds like the power pin is either loose or damaged. . . .Happens from jerking or tugging on the cord too much.
Once you get it fixed you need one of these. . .

Most laptops that I have worked on that power off that quickly turned out to be an overheating problem. Is the cooling fan running for the brief period that you can hear the hard drive before it powers off ? If the fan is running another potential resolution might be to remove the processor and apply new thermal paste.

The Caps Lock Flashing then going off is a power on self-test code. Here is the Dell troubleshooting guide to the issue.
From my experience, if removing al customer removable devices failes to make the system post properly, the motherboard will need to be replaced

I was having the same issue. I incidentally thought that the Facial Recognition software and the Web Cam Control Box that auto-launches on startup were annoying, so I disabled them both. It's strange, but I think this might have also fixed the dvd drive issue. It was occurring at each boot up but since disabling said software, it has not happened again. Try it and see if this works for you as well!

Try removing battery and booting on AC power only from adaptor
Then take out ram modules and reseat these, try to boot
Disconnect hard drive, DVD rom drive and try to boot.
If you get a beep sound, this shows that at least there is power to the system. Note down the number of beeps and post the result.
