There are a few ways you can get the files off of this to a transfer to a new PC.
Download Hiren's Boot CD and use the mini XP menu to see the files and copy them to another attached drive. On this website use the HTTP link to download the zip file.
Remove the hard drive and attach it to the new PC. The new PC will see the drive and you will be able to copy the files.
Boot to safe mode. Log in as Administrator and copy the files to an external device.
As for fixing the Windows OS, use your recovery CD's after you get the data off.
Keyboard typically have to be removed from the top. You have to remove the panel that's near the top of the keyboard, right below the display. Then there will be a couple screws in there.
