Most smaller laptops use an external DVD drive on a USB lead. They are very inexpensive now. Check out Fleabay.

This is a complex problem. I have an hp dv7 3162nr, Windows 7 (64 bit). The Blu ray/DVD player will not function. It will play the FBI warning but then stalls and plays no more. It does this on all...

I am no expert, but try an external DVD player and if it does not work, then I would suspect that there is a Windows problem. Or you can try a Windows repair if you have the Windows disk. You can borrow a disk from any one who has a Win 7 64 bit version disk, and do the repair from the menu that appears when you insert the disk. Failing this, you may be at a point where you need to R&R the OS. Do a data back up first to preserve your data. Re-reading your post, you may not be able to run the Win 7 disk either. It may be a motherboard problem, which my experience last year with an ASUS video card problem, it was less $ to buy a new laptop, which I did. Hope this helps.

If you have wiped the old hard drive using the partition command there isn't much you can do if the cd drive will not work. The CD drive being a problem is common in this model HP laptop. I'm not sure that laptop will support Windows 7, you need to check the HP website and see if they offer a download for the drivers for that model for Windows 7, if not you may want to reconsider this change since Windows 7 will not work with Windows Vista drivers. If you did not repartition the hard drive then the recovery or factory installation is still present on the main hard drive. The drive was split into 2 drives. C: which you have always used and D: which holds all the recovery information and installation disk.

How can I download windows 7?

You cannot download windows 7. Windows 7 is an operating system you need to purchase at a retail store or thru Microsofts virtual store (you will get street mailed a disc). There is no download option.

You need an original Windows 7 installation CD to change from Vista to Windows 7.
After purchasing the installation CD, simply install it and Windows Vista will be replaced by Windows 7.

HP DV4000 Series not detecting newly installed DVD±RW LightScribe

The type of CD/DVD recorder is suppose to be automatically detected by your Plug N Play portion of your BIOS. Reboot and press the "F" key combination that will bring up the boot process as opposed to the CMOS Settings. See if the correct DVD model shows up as one of your boot electives. You may be able to change it in that window. If not then reboot to BIOS and change it there.
