My squelch control, internal or external, has no effect on my squelch. I cannot squelch my radio at all, even adjusting VR4 does not allow me to squelch it.

You may have a bad transistor or detector diode that feeds the squelch circuit.If you can read a volt meter and Ohm Meter, and can solder ( Make your own repairs ) you may want to call Galaxy as the Techs there are normally very helpful.
