The heater relay is located on the control board, a faulty relay or a faulty control board would cause the problem you have described. The fix is to replace the control board. I have the same problem on a 1988 lesaber Climate control and was told to change the climate control as the was the problem. A have the climate control but have a problem to take of the cover that covers the control and the radio. If any one can tell me how to remove it I will put in the new control and see if that will stope the fann.Thanks

I work alot with the Honeywell thermostats and in the past couple of years I have seen the Vision Pro thermostats have some fail issues. There is a 5 year warranty on these thermostats so you should'nt have to pay for a new one if it's under 5 years old.
