You can't except by reducing the quality of the video. Your internet connection is so bad, the 'pot of buffering' is not being filled fast enough as playing it, is emptying it. Think of a bath being filled with the drain open.
Buffering is there to help you, your connection to the internet isn't.
Preloading data into a reserved area of memory (the buffer). In streaming audio or video from the Internet, buffering refers to downloading a certain amount of data before starting to play the music or movie.
