SOURCE: I have a Bissel proheat
I'm not sure if this will help but I had the same problem and was about ready to pull my hair out. I ended up taking the fill tank off and if you look inside where the red overflow flap is you will find a small screened opening. I found that mine was pretty clogged up with debris but once I removed the mess and put my machine back together it is now sucking like a champ. I hope this helps. Here's hoping that you don't have the pay for a service person to look at it.

Possibly, the vinyl hose, where the solution flows through, is pinched shut fron sitting on the closed position. I've been able to rotate the hose sometimes, to allow flow. A drop of alcohol where the hose is on the fitting will loosen it. Store the unit with the flow trigger depressed to prevent this in the future.
