If you are attempting to connect your laptop between 110 and 220 volt power outlets, you may be able to do so already, take a look at your power cord's transformer (brick) and read the input voltage. If you only can use 110 volt AC Input Voltage should read 115VAC. If you can do both, then it should read 110-225VAC.
If your power brick supports 220, then all you will likely need is a plug adaptor, found at many electronics store. If not, you wil need to stop in at a computer store or an import store and get an international transformer, which are set up to convert many different country plugs and many common voltages.

Have you checked that the wireless switch has been switched on it should be visable somewhere on or around the key board or on the front or side of the laptop some you have to press and some you have to slide to activate it

To shut down the frozen laptop, push and hold the power button for roughly 10 seconds.
If that doesn't work, disconnect the battery and the power adapter.

It sounds like the laptop had Windows installed on it. This error can indicate one of two things. It could possibly be your hard drive, but I doubt it. In my experience this can happen if you shut down the computer improperly by holding the power button in many times, or sometimes Windows can be come corrupt. Turn the computer on, open the CD-Rom and put in the Windows CD that came with your laptop. Close the drive. Turn off the laptop. When you turn it back on, look on the screen for any information on what key to press to boot from the CD-Rom. After pressing it watch for a message that might instruct you to press any key to boot from the CD. After it boots, files will be loaded off the CD. After this finishes choose to load Windows. Then press F8 to agree to the terms and conditions. In the next step, look for an option to repair windows. If it is there, choose it. If it is not and you choose to install Windows you will lose all your data.
Another option is too boot from a recovery cd if it came with the laptop. Many recovery CDs will give you the option to restore your system with out loosing your data. I hope this helps.
