Your tablet's recovery software has been corrupted. You will not be able to perform a recovery on this device.

How do i get it off the android screen so it will show the lock screen?

Sounds like its borked.
Have you pressed the reset button on the back - pinhole - press it with a pin its a long shot.

The real fix is to go into recovery mode using the power button volume up combo. Then select the restore tablet option.

If none of that works you will have to sideload or reinstall using an sdcard a replacement OS - Try cyanogenmod - your tablet will have to be rooted and have the cm bootloader installed however - tablets are not easy things to repair when the software goes belly up.

I turn on my RCA tablet and stay on the logo

This is the most common problem with tablets - its usually corrupt bootloader or OS and can be a nightmare to repair.

Its actually a disgrace and I have been repairing computers and latterly tablets for the last 30 years and it is by far the most common issue with any tablet except Apple - there is a reason they are so expensive - lol

1. Power the Tablet off.
2. Press and hold the Volume Down button of the device, then press and hold the Power button.
3. Continue to hold both buttons until a bootloader screen appears.
4. Wait for the prompt that says to "Press <VOL_UP>" then press the Volume Up button to start the process.
5. Navigate to Erase content.

All info on tablet will be deleted but not the info in the SD card
The tablet will complete the hard reset process and reboot into a factory default state.
