The information you provided leads me to believe that you will need to address your DISH Network remote to your Toshiba TV. There are a few different codes for each of our different models of remotes. I will list here for you the codes for our more popular models of remotes and also the instructions for addressing your remote to your TV. Instructions for addressing the remote to the TV

  1. Turn the Television On
  2. Press and Hold the TV Mode button until all other mode buttons light up red.
  3. Enter the three-digit code using the buttons on the number pad.
  4. Press the pound(#) button.
    Note: The LED will flash three times.
  5. Test functionality with the TV
  6. Return to Step 2 if the remote is not able to turn the TV On/Off, change the volume and mute the television.

Take batteries out of the remote. Remove the wall plug to the television, put the batteries back in the remote, plug the television back in, switch on with the remote.

My tv wont work with the remote i can turn on by hand but remote wont do anything it has new batterys and the red light goes on

Testing remote control:
The remote control puts out IR (InfraRed) signal that human eyes cannot see, to find out if the remote is sending out the signal or not you just point the remote at the digital camera's Lens (Digital Camera can detect IR), you should see flashing light on the camera's screen when any one of the remote button is pushed. If you do see the flashing on the camera, then the problem is in the TV IR receiver or the main logic board; more troubleshooting with scope will be needed to look at the signals.

2) If the remote checked out OK, then look at the back of the TV for the "REMOTE INPUT", use a mini-phone plug and insert the plug into the remote input jack in and out a couple times to clean the switch contacts that select between the front IR receiver of the TV or the rear panel IR input jacks.

I cant find any code for my unversal remote for a logic tv
On most unversal remotes,First make sure you have good batteries, and installed correct. Then turn your tv on by hand, then point the remote up close to tv, press and hold set up till remote blinks,press tv, press on-off repeatly till tv goes off, then enter, or tv. then press tv, power on........hope this helps.........

Logic tv locked
Press and hold the "Music" button on the remote control until normal function resumes. (The problem in the Logic TV originated by pressing and holding the music button. Repeating this action solves the problem and unlocks the TV.

No color
I had the same problem with a PS2 connected to a small Sanyo TV. To fix it, while the game was playing I pressed a button on the remote control adjacent to an icon that resembles a square with a black dot in the bottom right hand corner. On my remote the button is directly behind the TV/AV button. As you press the button, one press at a time, this takes you through the various video format options available, including PAL, NTSC, Auto etc. When you reach the correct format the colour will return to your game.
In my case, I suspect this button was accidentaly pressed instead of the TV/AV button.
I hope this helps someone else as the problem had driven me mad all day before I stumbled over the solution.
