Before taking anything to bits, check you aren't just loading the machine in such a way that something (for us, it's usually a frying pan) is stopping the soap dispenser from springing open all the way. A.

You are not getting enough water or you are losing the water during wash cycle. Is you dishwasher new or older? How is it plumbed in? If it is plumbed through the floor you will have to put and air gap in to keep the water in it. All tall tub dishwasher have to be plumbed properly.

Some brands of these soap packets need to be opened and the wrapper thrown away, they are not designed to dissolve. I think a dead give away is if the packet has printing on it, almost certainly it needs to be removed and the soap "block" placed in the unit.

I would say the resettable thermostat has failed. There is a thermostat which senses the water temperature, and when it fails, it causes the dishwasher to run constant. Replace the thermostat underneath the dishwasher and that should cure problem. Part number is 154290204 (I know the number off by heart, that's how often it happens!)
