I reckon that if she didn't drink anything she would soon be a sick little girl. I suspect she drinks OK when you are not looking.
As for rejecting the dummy when you are there, that's not unusual, some kids just want one when they are tired, or even, not ever. It's an individual thing.
As for talking all the time, I think the best advice is to listen carefully and talk back. Their little brains soak up every input like a sponge, and it seems she wants you to tell her stuff.
It's a great time of life, enjoy, and leave the day-today stuff to your daughter.
